Zaozhuang Municipal People’s Congress Standing Committee Conducts Research Visit to Weida Precision
On September 15, Sun Heng, Deputy Director-General of the Standing Committee of Zaozhuang Municipal People’s Congress, led a research group to Tengzhou to conduct legislative research on promoting the development of the private-owned economy. Wang Kaifeng, Deputy Director-General of the Standing Committee of Tengzhou Municipal People’s Congress, and Xu Fangkun, Vice-Mayor of Tengzhou Municipal People’s Government, accompanied the activity.
The research group paid field visits to enterprises including Weida Precision. Through on-site inspections and briefings, the group gained an in-depth understanding of enterprise production and operations, with a focus on collecting opinions and proposals from enterprises concerning legal guarantees, policy support, and the optimization of the business environment. At the subsequent forum, participants heard a report on the progress of work to boost private-owned economy development in Tengzhou. Responsible officials from relevant municipal government departments, selected municipal people’s congress deputies, legal advisors to the CPC Tengzhou Municipal Committee and Tengzhou Municipal People’s Government, representatives of industry associations and chambers of commerce, and heads of grassroots legislative outreach stations put forward targeted opinions and proposals on revising and improving the Draft Revision of the Zaozhuang Municipal Regulations on Promoting the Development of the Private-owned Economy, drawing on their respective practical work experience.
The research group fully recognized Tengzhou’s achievements in advancing private-owned economy development and continuously optimizing the law-based business environment. It emphasized that relevant departments at all levels should raise their political standing, thoroughly study and implement General Secretary Xi Jinping’s important expositions on fostering the sound, high-quality development of the private-owned economy, and fully appreciate the significance, practical necessity and urgency of local legislation for the private-owned economy. Efforts must be made to pursue sound, democratic, law-based and open-door legislation. Grounded in local development realities, legislation shall be pragmatic and solution-oriented. Centering on major difficulties and pain-points constraining enterprise growth, institutional shortcomings shall be precisely addressed to enhance the relevance and enforceability of the Regulations. Further steps shall be taken to build a law-based business environment, fully implement all policies for supporting enterprises and alleviating their difficulties, lawfully protect the property rights of private enterprises and the legitimate rights and interests of entrepreneurs, and foster a fertile ground for the growth of the private-owned economy. Stronger coordination and joint efforts across authorities shall be mobilized. With a strong sense of mission and responsibility, authorities shall advance the legislative process for the Regulations in a coordinated manner to facilitate its early adoption and enforcement, thereby providing solid legal safeguards for the sustained, sound and high-quality development of the private-owned economy across Zaozhuang City.
